Mr.
Cagle is responsible for leading Clearwater’s strategic growth plan and for management of the company ’s overall operations.
He has extensive experience leading, innovating, and scaling healthcare and technology businesses, including having guided a number of companies through critical transformation periods.
Formerly, Mr.
Cagle was president and CEO of Moberg Pharma North America , a subsidiary of Moberg Pharma AB (OMX:MOB), a publicly traded Swedish pharmaceutical company.
Prior to its acquisition by Moberg AB, Mr.
Cagle was president and CEO of Alterna LLC, a consumer healthcare products company.
Prior to joining Alterna, Mr.
Cagle was a principal and executive team member of Sparta Systems, Inc., a software company that provides enterprise quality and compliance management software to pharmaceutical and medical device companies.
During his nine-year tenure with the company, he served in numerous leadership positions including marketing , sales, operations, and product innovation and was responsible for sales and marketing programs, which contributed to Sparta’s leadership position in the pharmaceutical and medical device industries and to its 100-fold sales growth.

Cagle serves as the executive chairman of CMP Pharma where he has guided its transformation to an institution ally owned specialty pharmaceutical company.

Lee is responsible for all strategic financial planning and accounting for the company.
He has extensive financial and operational management experience in healthcare.
Formerly, Mr.
Lee was CFO of Entrada Health, a mobile health documentation and productivity platform for healthcare providers that was acquired by NexGen Healthcare, (NASDAQ: NXGN) in 2017.  Prior to his role with Entrada, Lee held multiple positions with Change Healthcare (fka Emdeon), a multi-billion dollar healthcare IT company.  His positions there included divisional CFO of the Ambulatory and Payer Services divisions as well as director of corporate development, where he focused on mergers and acquisitions as well as corporate strategy across Emdeon’s four operating divisions.
Prior to joining Emdeon, Mr.
Lee served as an associate in the Private Equity Group at Harbert Management Corporation and assistant vice president of underwriting in the Healthcare Finance Group at Merrill Lynch Capital.
Mr.
Lee graduated with honors from the Executive MBA program at the Owen Graduate School of Management at Vanderbilt University in July 2013.  He also holds an undergraduate degree in Business Administration from Washington & Lee University.

Ms.
Ebbert has extensive experience in growing healthcare and financial services companies.
Formerly, Ms.
Ebbert was the chief executive officer for Achieve CCA, Inc., a hospital/healthcare system revenue cycle management company based in Louisville, Kentucky.
Prior to joining Achieve CCA, Ms.
Ebbert founded and led Ebbert Consulting, which provided strategic planning and tactical operations support for small and start-up healthcare businesses.
Ms.
Ebbert also served as senior vice president for the Business Technology division of Healthways, Inc., where she led the business engagement, data management and reporting, and quality assurance teams.
Prior to that, she served as the executive vice president of operations and administration for Evolved Digital Solutions, a provider of healthcare workflow and distribution technology for hospital radiology and cardiology departments.
Before joining Evolved Digital Solutions, Ebbert founded Bankers Insurance Group, a developer of innovative commercial insurance products for independent banks.
She also served as chief operating officer of Bancsource and president and chief executive officer of iMagic Corporation.

Chaput served as Executive Vice President and Chief Financial Officer for the publicly traded global company Healthways, Inc.
In her role, she was responsible for the Privacy Rule compliance and is regarded as one of the country’s foremost privacy experts for her knowledge of and practices implemented to comply with PHI privacy and security regulations.
While at Healthways, Ms.
Chaput led the global finance organization, including acquisitions, legal, treasury activities, accounting, and tax planning.
Prior to joining Healthways, Ms.

Refugee Admissions program at a time of unprecedented world-wide displacement.  As director, he oversaw the efforts of approximately 19,000 workers in 250 worldwide locations.
Mr.
Rodriguez also oversaw the modernization of USCIS’s business, particularly the digital transformation of several of USCIS’ core business processes.
Immediately prior to serving as director of USCIS, Mr.
Rodriguez served from 2011 to 2014 as Director of the Department of Health and Human Services Office for Civil Rights (HHS-OCR) , the agency responsible for the administration of the federal health information privacy laws, including HIPAA and HITECH, and the civil rights laws protecting beneficiaries of HHS funded programs.  Among Mr.

Rodriguez served as a Deputy Assistant Attorney General and Chief of Staff of the Civil Rights Division of the Department of Justice, where his duties included leadership of the Immigrant and Employee Rights Section, which enforces laws prohibiting discrimination in employment based on citizenship status and national original.
From 2007 to 2010, Mr.
Rodriguez was the County Attorney for Montgomery County, Maryland, where he led a staff of  forty-seven lawyers in providing litigation, transactional and general counsel services to Montgomery County and related governmental clients.  One of his top accomplishments was his successful role as the lead county negotiator in the acquisition and leasing of property for the Fillmore Theatre in downtown Silver Spring.
The Fillmore Theatre agreement was a finalist for Washington Business Journal’s 2012 Deal of the Year (Community Impact category).
