Steve Cagle is the CEO and a board member of Clearwater, assuming the CEO position in May 2018.
Cagle is responsible for leading Clearwater’s strategic growth plan and for management of the company ’s overall operations.
He has extensive experience leading, innovating, and scaling healthcare and technology businesses, including having guided a number of companies through critical transformation periods.
Cagle was president and CEO of Moberg Pharma North America , a subsidiary of Moberg Pharma AB (OMX:MOB), a publicly traded Swedish pharmaceutical company.
Prior to its acquisition by Moberg AB, Mr.
Cagle was president and CEO of Alterna LLC, a consumer healthcare products company.
Prior to joining Alterna, Mr.
Cagle was a principal and executive team member of Sparta Systems, Inc., a software company that provides enterprise quality and compliance management software to pharmaceutical and medical device companies.
During his nine-year tenure with the company, he served in numerous leadership positions including marketing , sales, operations, and product innovation and was responsible for sales and marketing programs, which contributed to Sparta’s leadership position in the pharmaceutical and medical device industries and to its 100-fold sales growth.
Cagle serves as the executive chairman of CMP Pharma where he has guided its transformation to an institution ally owned specialty pharmaceutical company.
Cagle holds a Master of Business Administration from New York University’s Leonard N.
Stern School of Business and a Bachelor of Science degree in finance from Rutgers Business School in New Brunswick, N.

Baxter Lee is the CFO of Clearwater, assuming this position in May 2018.
Lee is responsible for all strategic financial planning and accounting for the company.
He has extensive financial and operational management experience in healthcare.
Lee was CFO of Entrada Health, a mobile health documentation and productivity platform for healthcare providers that was acquired by NexGen Healthcare, (NASDAQ: NXGN) in 2017. Prior to his role with Entrada, Lee held multiple positions with Change Healthcare (fka Emdeon), a multi-billion dollar healthcare IT company. His positions there included divisional CFO of the Ambulatory and Payer Services divisions as well as director of corporate development, where he focused on mergers and acquisitions as well as corporate strategy across Emdeon’s four operating divisions.
Prior to joining Emdeon, Mr.
Lee served as an associate in the Private Equity Group at Harbert Management Corporation and assistant vice president of underwriting in the Healthcare Finance Group at Merrill Lynch Capital.
Lee graduated with honors from the Executive MBA program at the Owen Graduate School of Management at Vanderbilt University in July 2013. He also holds an undergraduate degree in Business Administration from Washington & Lee University.

Kathy Ebbert is executive vice president and the COO of Clearwater, a role she assumed in 2011.
Ebbert is responsible for the day-to-day operations of the company as well as the leadership of the Product Innovation, Professional Services, Legal & Compliance, Human Resources, and Customer Success organizations.
Ebbert has extensive experience in growing healthcare and financial services companies.
Ebbert was the chief executive officer for Achieve CCA, Inc., a hospital/healthcare system revenue cycle management company based in Louisville, Kentucky.
Prior to joining Achieve CCA, Ms.
Ebbert founded and led Ebbert Consulting, which provided strategic planning and tactical operations support for small and start-up healthcare businesses.
Ebbert also served as senior vice president for the Business Technology division of Healthways, Inc., where she led the business engagement, data management and reporting, and quality assurance teams.
Prior to that, she served as the executive vice president of operations and administration for Evolved Digital Solutions, a provider of healthcare workflow and distribution technology for hospital radiology and cardiology departments.
Before joining Evolved Digital Solutions, Ebbert founded Bankers Insurance Group, a developer of innovative commercial insurance products for independent banks.
She also served as chief operating officer of Bancsource and president and chief executive officer of iMagic Corporation.

Jon Moore is an experienced professional with a background in privacy and security law, technology and healthcare.
During an eight-year tenure with PricewaterhouseCoopers (PwC), Moore served in multiple roles.
He was a leader of the Federal Healthcare Practice, Federal Practice IT Operational Leader, and a member of the Federal Practice’s Operational Leadership Team.
Among the major federal clients supported by Moore and his engagements are the National Institute of Standards and Technology (NIST), National Institutes of Health (NIH), Indian Health Service (IHS), Department of Health and Human Services (HHS), U.
Nuclear Regulatory Commission (NRC), Environmental Protection Agency (EPA), and Administration for Children and Families (ACF).
Moore holds a BA in Economics from Haverford College, a law degree from Penn State University’s Dickinson Law, and an MS in Electronic Commerce from Carnegie Mellon’s School of Computer Science and Tepper School of Business.

Pruyn is a graduate of Louisiana State University with a degree in communications, and The American Music and Dramatic Academy (New York City) where he studied theater.

John Howlett joined Clearwater as Senior Vice President and Chief Marketing Officer in April 2019.
He leads the company’s brand development and demand generation efforts, including digital platforms, media and analyst relations, industry events and sponsorships, and customer engagement programs.
Over the course of his nearly 25-year career in B2B marketing and communications, Mr.
Howlett has developed a strong track record of helping enterprise software and service providers elevate their market profile and achieve rapid growth.
Prior to joining Clearwater, he served as Vice President of Marketing for Kaufman Hall, a provider of performance management solutions to hospitals and health systems that grew revenue by more than 400 percent during his tenure.
As Director of Marketing Strategy for Aon’s Risk Solutions business unit, Mr.
Howlett worked with practice groups and field marketing teams to develop and execute campaigns that helped drive record organic growth for the insurance broker and risk consultant.
He began his career as a public relations consultant advising best-of-breed technology providers on communications strategies to build awareness and connect with partners and prospects.

In this role, he leads product innovation and product development for the company.
Stone served in a number of roles at Healthways, Inc.
including senior director portfolio and project management where he provided leadership of complex projects, product development, product strategy, and health information management consulting services to healthcare, managed care, and health information technology companies.
Prior to joining Healthways, Mr.
Stone, serves as director of project management, as well as director of healthcare quality metrics, both at CIGNA Healthcare.
Stone has a Master in Public Administration and Health Care Regulatory Policy from the University of Tennessee at Chattanooga.
He is certified as a Project Management Professional and has a certification in Project Management for Information Systems from the University of Colorado.

As a leading authority on healthcare cybersecurity and enterprise cyber risk management, Chaput has supported hundreds of hospitals and health systems, including Fortune 100 organizations and other federal government institutions, with cyber risk management.

Mary Chaput joined the board of directors of Clearwater in May of 2018.
Chaput and served as Clearwater’s CFO and Chief Compliance Officer, joining Clearwater in 2012.
Prior to joining Clearwater, Ms.
Chaput served as Executive Vice President and Chief Financial Officer for the publicly traded global company Healthways, Inc.
In her role, she was responsible for the Privacy Rule compliance and is regarded as one of the country’s foremost privacy experts for her knowledge of and practices implemented to comply with PHI privacy and security regulations.
While at Healthways, Ms.
Chaput led the global finance organization, including acquisitions, legal, treasury activities, accounting, and tax planning.
Prior to joining Healthways, Ms.
Chaput held the position of vice president and chief financial officer for ClinTrials Research, a public contract research organization conducting clinical trials for pharmaceutical and biotech companies.
Chaput earned a Bachelor degree in Mathematics from Russell Sage College and an MBA, summa cum laude, from State University of New York, Albany.

Aitken-Davies co-founded Altaris.
Prior to the formation of Altaris, he held various positions in Merrill Lynch’s private equity and healthcare investment banking groups.
Aitken-Davies received a Masters in Biochemistry from the University of Oxford and investigated the metabolism of bovine prion protein for his research dissertation at the Università di Padova, Italy.
Aitken-Davies currently serves on the Board of Overseers of the Children’s Hospital of Philadelphia and as a trustee of the Senator Foundation.

Perdomo has over thirty years of experience in the health care field. He currently serves as Senior Vice President (SVP) and Chief Ethics and Compliance Officer for Nicklaus Children’s Health System. In this role he oversees Compliance, Accreditation and Regulatory, Internal Audit and Bioethics and he serves as the Institutional Official for Research.
During his tenure at Nicklaus Children’s Health System, Mr.
Perdomo has served in multiple capacities including SVP over the Architecture, Design, Construction, and Facilities Engineering, and Vice President for Ambulatory Services where he was responsible for the establishment of multiple ambulatory/outpatient centers throughout South Florida, as well as Associate General Counsel. Mr.

Meredith joined Eli Lilly & Company in August 2018 as their Deputy Chief Information Security Officer and as of April 2019, she transitioned to the role of Chief Information Security Officer for Lilly’s global information security program. Over her 25-year career, she has emerged as a strategic leader who is not just interested in processes, goals and objectives but most of all she is passionate about her greatest assets…her human capital. Her success has been attributed to her ability to manage large-scale complex projects that cross functional areas within integrated delivery systems and health plans while advancing the skill sets of her team members.
Meredith recently transitioned from Henry Ford Health System where she served as their Chief Information Privacy & Security Officer for almost 16 years. She had leadership responsibility for Information & Network Security Services, Information Privacy Services, Privacy & Security Risk Management Services as well as Identity & Access Management Services. As Chief Information Privacy & Security Officer, she had ultimate responsibility for the protection of Henry Ford’s provider, insurance, retail and research businesses. Her sensitivity to the operational needs of these various businesses helps her guide the objectives of her team to ensure that the operations are successfully married with the technology or regulatory requirements.
Meredith is an active member of the Health Care Compliance Association and the International Association of Privacy Professionals where she has demonstrated her commitment to compliance by holding dual certifications in healthcare compliance and privacy. She is also certified as a HealthCare Information Security & Privacy Practitioner through the International Information System Security Certification Consortium, Inc.
and a Certified Information Security Manager through the Information Systems Audit and Control Association.

During his tenure as director of USCIS, Mr.
Rodriguez lead the implementation of the Obama administration’s core immigration priorities, including the Deferred Action for Childhood Arrivals policy, policies to improve U.
business access to high-skilled workers, and the growth of the U.
Refugee Admissions program at a time of unprecedented world-wide displacement. As director, he oversaw the efforts of approximately 19,000 workers in 250 worldwide locations.
Rodriguez also oversaw the modernization of USCIS’s business, particularly the digital transformation of several of USCIS’ core business processes.
Immediately prior to serving as director of USCIS, Mr.
Rodriguez served from 2011 to 2014 as Director of the Department of Health and Human Services Office for Civil Rights (HHS-OCR) , the agency responsible for the administration of the federal health information privacy laws, including HIPAA and HITECH, and the civil rights laws protecting beneficiaries of HHS funded programs. Among Mr.
Rodriguez’s core accomplishments as HHS-OCR director were: 1) the dramatic increase in HIPAA monetary enforcement activity, heralded as promoting greater compliance with health information privacy laws throughout health care industry; 2) issuance of updated HIPAA regulations as mandated under the HITECH Act; 3) successful completion of first HIPAA audit pilot; and 4) initiation of enforcement activity under Affordable Care Act anti-discrimination provisions.
From 2010 to 2011, Mr.
Rodriguez served as a Deputy Assistant Attorney General and Chief of Staff of the Civil Rights Division of the Department of Justice, where his duties included leadership of the Immigrant and Employee Rights Section, which enforces laws prohibiting discrimination in employment based on citizenship status and national original.
From 2007 to 2010, Mr.
Rodriguez was the County Attorney for Montgomery County, Maryland, where he led a staff of forty-seven lawyers in providing litigation, transactional and general counsel services to Montgomery County and related governmental clients. One of his top accomplishments was his successful role as the lead county negotiator in the acquisition and leasing of property for the Fillmore Theatre in downtown Silver Spring.
The Fillmore Theatre agreement was a finalist for Washington Business Journal’s 2012 Deal of the Year (Community Impact category).
Rodriguez was an attorney at a major national law firm from 2001 until his appointment as County Attorney, specializing in white collar criminal defense and health law. He served as a federal prosecutor in the Western District of Pennsylvania form 1997 to 2001, including postings as Chief of the White collar Crimes Section (1998 to 1999), and First Assistant U.

Greg is an attorney with more than 15 years of health care experience, providing legal services to a large range of health care companies and business associates across multiple countries.
Greg spent time as the Administrator of a hospital, surgery center, and physician clinics.
In addition, Greg enjoys teaching.
He has taught graduate-level university courses on Compliance and Privacy and has been a speaker at Clearwater Compliance HIPAA Privacy and Security Boot Camps.
